Professional Staff

Melissa Jackson Holloway, General Counsel, joined the Office of Legal Affairs in May 2019 as General Counsel. She came to North Carolina A&T State University from Ball State University, in Muncie Indiana, where she served as Deputy General Counsel. Melissa also served as General Counsel at North Carolina Central University and Chief Legal Affairs Office at the University of Wisconsin-Green Bay. Melissa is a 1996 honors graduate of the University of Wisconsin Law School. She earned a B.S. in Business Administration from Syracuse University in 1991. In 1993, Melissa earned as M.A. in Public Administration and from Binghamton University. Before her career in higher education, Melissa was an associate attorney with the firm of Foley & Lardner in Milwaukee, Wisconsin. Melissa currently serves on the National Association of College and University Attorney’s (NACUA) Board of Directors, as Chair of the NACUA Committee on Membership and Member Services, and is a member of the NACUA Board Advisory Council on Diversity and Inclusivity.

Katherine A. Murphy (“Kathy”), Deputy General Counsel, joined the Office of Legal Affairs in September 2015 as Deputy General Counsel. She served as Interim General Counsel from September 1, 2018, until May 20, 2019. Kathy came to North Carolina A&T State University from the N.C. Attorney General’s Office, where she worked in the Education Section representing all the campuses of the University of North Carolina system, among other clients, in litigation. Before becoming an attorney, Kathy was a tenured professor in the Mathematics Department at the University of North Carolina at Chapel Hill.

Kathy earned a B.A. with Honors in Mathematics from the State University of New York at Binghamton in 1979. In 1983 she received a Ph.D. in Applied Mathematics from Brown University. She obtained her J.D. with High Honors from the University of North Carolina at Chapel Hill in 1999. Kathy is a member of Phi Beta Kappa and the Order of the Coif.

Josephine Tetteh, Associate General Counsel, joined the Office of Legal Affairs as Associate General Counsel in March 2019. Immediately prior to joining the office, Josephine was a Special Deputy Attorney General with the North Carolina Department of Justice where she represented multiple divisions of the North Carolina Department of State Treasurer’s Office. Josephine’s experience includes complex audit, information technology, and multi-party contracts. She is a seasoned litigator and is admitted to practice in all federal courts in North Carolina.

Josephine is a graduate of the University of North Carolina at Chapel Hill School of Law, where she was president of her third-year class, member of the National Moot Court Team and Publication Editor for the North Carolina Journal of International Law and Commercial Regulation. Josephine is a 2003 graduate of Brenau University, where she graduated summa cum laude.
