Department of Police and Public Safety Complaint Processing Procedures 

Citizen complaints received by the NC A & T SU Department of Police and Public Safety are processed in the following manner:

1. Complaints may be made in person, by telephone, email or in writing. However, no complaint will be investigated until the complainant has documented the complaint in writing on the Departmental Complaint Report. This report form may be completed in person at the Police and Public Safety Building or it may require a form to be mailed to the complainant and returned. Anonymous complaints will be investigated to the fullest extent possible.
2. Citizen Complaints which are of a non-substantial nature may be referred to the for accused employee’s Supervisor or any other supervisory personnel within the  Department investigation.
3. Citizen Complaints which allege criminal violations or other substantial violations shall be referred to the Operations Division Commander, Administrative Services Commander or Chief Investigator for Investigation.
4. The Supervisor receiving the complaint shall have the complaint document the Vice Complaint in writing on Departmental Complaint Report and promptly forward it to tThe Chancellor for Police and Public Safety or his designee.
   1. When applicable, the Supervisor receiving the complaint may attempt to resolve a complaint during the initial contact with the complainant or may delegate such action to the supervisor of the person involved.
   2. The Supervisor receiving the complaint will provide the complainant written notification of receiving the complaint and a description of the Departmental complaint process.
5. Upon review by the Vice Chancellor for Police and Public Safety, complaints will be assigned for investigation as necessary.
6. Upon completion of the investigation of a citizen complaint, the Vice Chancellor for Police and Public Safety will review the findings and make a final determination as to the validity of the complaint. Any disciplinary action taken against a member of the Department will be kept confidential as required by state personnel law.
7. The Vice Chancellor for Police and Public Safety, or his designee, will be responsible for notifying the complainant regarding the findings. The specifics of such notification will be left to the discretion of the Vice Chancellor for Police and Public Safety and are subject to provisions of the Personnel Privacy Act.

Note:   Complainant is given a copy of this report to acknowledge receipt of complaint by North Carolina A&T State University Department of Police and Public Safety.   

It is the policy of the NCA&T State University Department of Police and Public Safety to receive and investigate every complaint filed against the Department or any employee. We feel that this is important to maintain the citizen’s confidence in the department and to ensure the integrity of the organization.

Your complaint will be thoroughly investigated and handled as promptly as possible. A member of the department assigned to investigate this matter will contact you very soon.
