Tuition Surcharge
The General Assembly instituted a twenty-five (25%) tuition surcharge on all new undergraduates seeking a baccalaureate degree, as required by subsection (section 89[b], of chapter 321 of the 1993 Session Laws as amended by section 17.10 of chapter 769 of the 1993 Session Laws. This surcharge is effective Fall Semester 1994. Specifically, it states,

"The Board of Governors of the University of North Carolina shall ensure that procedures are established that are necessary to impose a twenty-five percent (25%) tuition surcharge on students who take more than 140 degree credit hours to complete a baccalaureate degree in a four-year program or more than one hundred ten percent (110%) of the credit hours necessary to complete a baccalaureate degree in any program officially designated by the Board of Governors as a five-year program. The calculation of these credit hours taken at a constituent institution or accepted for transfer shall exclude hours earned through the College Board's Advanced Placement or CLEP examinations, through institutional advanced placement or course validation, or through summer term or extension programs. No surcharge shall be imposed on any student who exceeds the degree credit hour limits within the equivalent of four academic years of regular term enrollment, or within five academic years of regular term enrollment in a degree program officially designated by the Board of Governors as a five-year program. The board shall report to the Joint Legislative Education Oversight Committee by April 1, 1994, on its recommendations for implementing this surcharge."

The undergraduate credit hours to be counted in the calculation of the tuition surcharge, hereafter referred to as "Tuition Surcharge Hours," include:

  1. all semesters (fall and spring) academic credit hours attempted (includes repeated coursework, failed coursework, and coursework earning a "W" grade); and
  2. all transfer credit hours accepted by NC A&T SU.

Excluded From Tuition Surcharge Hours Are:

  1. College Board's Advanced Placement (AP) credit;
  2. College Level Examination Program (CLEP) or a similar program;
  3. Credit earned through any NC AA&T SU advanced placement, course validation or similar procedure;
  4. Credit earned in summer sessions at NC A&T SU or another UNC institution;
  5. Credit earned from an extension division of any UNC institution, including NC A&T;
  6. Credit hours earned in reserve officer training courses (ROTC), and
  7. Remedial courses.

Students will be informed of the Tuition Surcharge Hours earned each semester and cumulatively in their tuition billing. Students may contact the Registrar's Office to obtain current information on their credit hours.

The tuition surcharge will be applied to undergraduate students enrolled in a degree program at NC A&T SU as follows: For students earning a first baccalaureate degree in a program that requires no more than 128 credit hours, the surcharge shall be applied to all Tuition Surcharge Hours in excess of 140.

For students earning a first baccalaureate degree in a UNC Board of Governors Board approved program that requires more than 128 credit hours, the surcharge shall be applied to all Tuition Surcharge Hours that exceed 110 percent of the credit hours required for the degree.

For students earning a baccalaureate degree other than their first, the surcharge shall be applied to all Tuition Surcharge Hours that exceed 110 percent of the minimum additional credit hours needed to earn the additional baccalaureate degree. The minimum additional credit hours will be determined at the time of admission to studies for the second or other baccalaureate degree.

In the case of a student who has transferred into NC A&T and/or who is seeking a  second degree, this student would normally have 80 transfer credit hours applied towards the degree with a minimum of 44 additional hours done at NC A&T Su. There would be no surcharge applied to the 44 additional hours since the legislation allows for 110% of the additional hours required for the additional degree program to be assessed at the regular tuition rate. In this case, if the 2nd degree program required the student to take exactly 44 additional credit hours and the student transferred in 80 credit hours, then the tuition surcharge would be applied to hours in excess of 48 NC A&T SU credit hours.

The surcharge will be imposed in the fall or spring semester and in all subsequent semesters where a student's cumulative credit hours total exceeds the threshold. The surcharge does not apply to required fees.
