International and Exchange Students are required to pay the rate for out-of-state tuition. Tuition and fee rates change. The Cashier’s Office is responsible for the billing of student accounts. ISSO does not handle the billing of student accounts.

Students in F-1 or J-1 nonimmigrant visa status must pay the out-of-state tuition rate. If you are currently in the United States in another nonimmigrant visa category and you wish to change to F-1 status, please be advised that you will be charged the out-of-state tuition rate as an F-1 student. This will happen regardless of how long you have lived in North Carolina in your current, non F-1 visa category.

Some individuals in nonimmigrant visa categories other than F-1 and J-1 may be eligible for the in-state tuition rate. In order to be eligible for the in-state tuition rate, the student must have resided in North Carolina for at least 12 months, and the purpose for this residency must be something other than just attending school. Residency for tuition purposes is determined by the appropriate admissions office (Undergraduate or Graduate), not ISSO. Undergraduate students should visit the Undergraduate Admissions website or contact Undergraduate Admissions directly for more information on residency for tuition purposes. Graduate Students should visit the Graduate Admissions website for further information and to download the application.

An international student must show a minimum of $23,000 in financial support. Many international students take courses throughout the calendar year to complete their programs more quickly. It is important to take into account the total cost in planning for financial support (summer session enrollment is an additional cost).
