DORED NewsNSF & THE AMERICA COMPETES ACT
The America COMPETES Act (ACA) mandated additional requirements for the National Science Foundation; three of them are currently or will soon be in place. The first requirement, already in place, regards mentoring of postdoctoral researchers. Proposals requesting post docs must now describe the mentoring activities provided for them. The implementation of the mentoring activities must be described in the annual and final reports. This fall two additional requirements will be added. The first requirement involves responsible conduct of research training and oversight. Institutions must now certify that they have a plan to “provide appropriate training and oversight in the responsible and ethical conduct of research as specified in the Act,” (NSF Quarterly Newsletter, May 2009). The NSF’s standard award conditions will now require that the institution is “responsible for verifying that undergraduate students, graduate students, and postdoctoral researchers supported by the NSF to conduct research have received RCR training,” (NSF Quarterly Newsletter, May 2009).
The second new requirement involves reporting of research results. NSF will require that PIs “prepare a brief summary – specifically for the public – on the nature and outcomes of the award which will be posted on the Foundation’s website,” (NSF Quarterly Newsletter, May 2009).
