DORED NewsR&D Highlights of the 2009 Stimulus Appropriations BillThe American Recovery and Reinvestment Act of 2009 (ARRA) was signed into law by President Obama on February 17. The purpose of this $789 billion bill is to quickly stimulate America's economy. Funds are designated as FY2009 and federal agencies can obligate them until the end of September 2010. Funds will be distributed through federal agencies, national labs, directly to states for allocation within the states, and through other entities. The bill includes new federal funding for higher education, research and development, and infrastructure. The National Institutes of Health (NIH) will receive the lion's share of additional R&D funding at $10.4 billion. However, agencies that are primary sponsors of research and development at NCA&T will also receive signigicant increases in funding: The National Science Foundation (NSF) is slated to receive $3.0 billion to be competed as follows:
Note: Another $400 million is designated for the Major Research Equipment and facilities Construction (MREFC) program to speed construction of facilities with unique capabilities at the cutting edge of science. The Department of Energy will receive $2.5 billion for energy programs:
The Department of Energy Office of Science (DOE-OS) will also spend a portion of its $1.6 billion appropriation on extramural basic research.The Department of Defense (DOD) will receive $200 million for energy-related R&D. The Agency for Healthcare Research and Quality (AHRQ)will receive funds for healthcare comparative effectiveness research:
