Vice-ChancellorDr. N. Radhakrishnan

Dr. N. Radhakrishnan (Radha) became the Vice Chancellor for Research at North Carolina A&T State University (A&T) on August 25, 2003.

In this capacity he is responsible for the administration of all research and sponsored program activity at the University. He also interacts with external agencies on behalf of the University and develops administrative and operational policies and procedures for complying with agency regulations and for handling comprehensive pre- and post- award functions.

The Vice-Chancellor also administers the protection and disposition of intellectual property and the establishment of mechanisms for technology transfer and economic growth of the region.

30 Years of Experience in Information Technology

Prior to joining the administration at A&T, Dr. Radha was the Director of the Computational and Information Sciences Directorate (CISD) with the Army Research Laboratory(ARL). He was a member of the Federal Senior Executive Service (SES).

As the Director, CISD, Dr. Radha managed a $180 million budget and over 750 government and contract people. He was responsible for research in the areas of battlefield communications, atmospheric sciences, and computational science and engineering. He also managed a DOD High Performance Computing Center specializing in state-of-the-art scalable and vector computing hardware, scientific visualization, and collaboration with researchers and academia in a number of application areas such as fluid dynamics, structural me chanics, computational chemistry, etc. He founded the DoD Information Assurance Center for high speed networks as part of his organization. Dr. Radha was also the Chief Information Officer (CIO) and in that capacity provided the Information Technology infrastructure for the Army Research Laboratory. He was probably the only person who had both research and technical responsibilities in information technology on one hand and leadership responsibilities as the CIO on the other.

Dr. Radha also founded and served as the Director of the Information Technology Laboratory and the Chief Information Officer (CIO) at the U.S. Army Corps of Engineers Waterways Experiment Station, where he managed a research and operations budget in excess of $100 million a year and provided leadership to an inter-disciplinary team of over 400 government and contract people. He was responsible for operating the first of four DoD High Performance Computing Centers, the Corps of Engineers Regional Processing Center, the DOD Tri-Services CADD/GIS Technology Center, the Corps of Engineers Software Engineering Center, and the Design Guidance Update Center.

Awards

Dr. Radha received in March, 2004, the Presidential Rank Award for exemplary and sustained performance as a Senior Executive in the Army. He is also the recipient of numerous awards from the Department of Defense including the Exceptional Civilian Service (twice) and Meritorious Civilian Service Awards (three times).

In 1993 and again in '96, Dr. Radha was named to the "Federal 100", a recognition by Federal Computer Week magazine of leaders in the federal government for their ability to manage, influence, and shape events in the automation realm.

He received the 1994 Government Computer News Agency Award for Excellence for "innovative application of information technology."

The General Services Administration's Interagency Committee on Information Resources Management presented Dr. Radha its 1994 Award for Executive Excellence, citing him for improving the Army's Research and Development capabilities, enhancing productivity and developing new me thods and procedures for applying advanced information technologies throughout the Army.

In 1997, the American Society of Civil Engineers presented Dr. Radha with the Computing in Civil Engineering Award, which recognized him as one of the key leaders of automation in engineering. That same year, the Federation of Government Information Processing Council honored him with the prestigious John J. Franke Professional Service Award for his "tireless leadership in consistently delivering quality information products to citizens." Dr. Radha had previously received the award in 1993.

Education

Dr. Radha earned his bachelor's degree in civil engineering from Madras University, Madras , India, his master's in civil engineering from the Indian Institute of Technology, Bombay, and his doctorate in civil engineering from the University of Texas at Austin.

With over 30 years of experience in information technology, Dr. Radha has been a widely respected leader in the Army, DOD and industry in computational science and engineering and information technology. He is a much sought after speaker and has conducted a number of conferences, specialty meetings, colloquiums, and short courses. He is an active member of the several national organizations and committees.
