No Child Left Behind
Because No Child Left Behind says that all teachers will be qualified by June 1, 2006 and that all new
teachers will be qualified within three years of being hired, the following is the current NC DPI interpretation
of how lateral and provisional licensure is currently affected. In the face of No Child Left Behind, if you start
teaching during June of 2003, or later, then you will have three years total to complete your licensure
requirements. If you started teaching June of 2002, then you have four years to complete your requirements.
Anyone who started teaching in 2001 or earlier would have five years to complete their requirements.
Currently, the alternative licensure process for Trade and Industrial Education
teachers in North Carolina is that provisional status is divided into three levels:
  • Level One Certification
  • Level Two (gain pay for X years of trade/work experience upon completing level 2)
  • Level Three (gain more pay for X years of experience upon completing level 3)
Your objective is to "clear" your provisional status and get a regular initial license.
Typically, you will complete the requirements for your initial license while being 
classified as a provisional teacher.

Regular Trade and Industrial Education License Levels

  • Initial License (must complete beginning teachers portfolio within first three years, etc.)
  • Career License (without or with a bachelor's degree)
  • M License (requires master's degree, gains a 10% pay raise)

There are two types of license-seeking students. One is Provisional 35. Your license will say Provisional 35 on it. If you are Provisional 35, then you may apply as a Post Baccalaureate Student (PBS). PBSs are non-degree seeking. Any other statement on your license means that you should apply for the Master of Art in Teaching: Technology Education, Degree Code 0307 0277 and not apply as PBS. If you are admitted to the MAT in Tech Ed, then you do not have to complete the degree after clearing your lateral license, but you should consider it. All of the work you take to clear your license will then count toward your master’s. As a PBS, only 12 semester hours will be able to count toward the master’s. The program of study for the MAT is the last page of this document.

Go to the graduate school and get admitted to our Technology Education Trade & Industrial Education, Teaching concentration Code 0277 by downloading their application forms. If your license says 35 Provisional then you may apply as a PBS student. If you apply as PBS because you are Provisional 35, then be sure to let the Grad School know that you are allowed to be PBS because you will not need Form V to be completed by the School of Education when you are done taking courses. If your license says any other code then apply to our Master of Arts in Teaching in Technology Education degree with GRE scores. That link is:

Masters Degree Online

North Carolina A&T State University's Master of Science Degree of Technology Education
has a Trade and Industrial Education concentration. It is totally online and offers you the 
qualifications needed to gain the 10% pay raise. The masters is designed to prepare you for 
National Board Certification by helping you develop the necessary advanced knowledge, 
skills, and dispositions.

To Enroll at A&T:

How To Enroll in Online Courses

To enroll in online courses, if you have not been admitted to the University, then visit the School of Graduate Study's Web site and download the application from the Forms link. You will need to be admitted to the University first before registering for classes. If you do not want to get a degree or declare a major, then you will want to apply for admission as a Post Baccalaureate Student, PBS. The application is also available at the Center for Distance Learning's Web site.

Once you have been admitted to the University, then you should visit the Center for Distance Learning, download their Course Agreement form, fax it to them, and make arrangements for your payment.
Be sure to abide by the University deadlines. They can be found on the University calendar.

To enroll in on-campus and off-campus courses as a continuing education student (a non-degree 
seeking student who only wants to take certain classes and who is not seeking a recommendation 
for licensure from NCA&TSU as an approved program completer and is known on campus as a PBS 
or post-baccalaureate student), visit Continuing Studies and Distance Learning and School of Graduate Studies
on our University's Web site.

More about accredited, state approved T&I teacher education programs.
The T&I licensure program at A&T is both state approved and NCATE accredited. (This is also true of ASU.)
The A&T licensure program has been producing T&I teachers continuously since before 1975. The source
of standards for the NC DPI T&I teacher education licensure program standards has been NAITTE. The process of developing state standards involves receiving input from teacher educators and teachers who have current NC
teaching licenses. Professors in NC have provided NAITTE standards as those standards that form the basis
of the T&I licensure standards. You should make sure that your T&I teacher education program is truly in
compliance with these standards. Does your professor hold a current NC teaching license? As of 2002, these program standards were under revision. Once again NAITTE standards are being added to the licensure standards for
T&I by the professors at A&T and ASU in cooperation with consultants at DPI. Consultants and other officers
at DPI will incorporate that input into the final draft of the standards.

Because of the terms of the state partnership agreement that NC has with NCATE, the State will need to
submit the final draft of the subject area specific licensure standards to NCATE's subject area learned societies
(ITEA for Technology Education and NAITTE for T&I) for approval. T&I teacher education programs that are
state approved and are truly in compliance with NC's partnership agreement with NCATE are visited and
reviewed by a state team of teachers, teacher educators, and administrators and visited by an NCATE team.
Both examine the program  to see if it meets licensure standards and NCATE standards. Truly accredited
T&I teacher education programs also abide by and try to score well on the NC Institution of Higher Education
(IHE) Report Card, a ranking of teacher education programs by quality. If your NC T&I teacher education
program is not forced to participate in the IHE Report Card then that program lacks the same quality
assurances that A&T and ASU provide.
