Lateral/Provisional for Technology Education

The current alternative licensure process for Technology Education teachers in North 
Carolina is that a "lateral entry" teacher is someone who does not meet the requirements 
for workforce provisional status by virtue of: 
Missing course work...
Unrelated degree...
None or too little related work experience...
Other...
You may not even realize that you are a "lateral entry" technology education teacher. You WILL 
receive a letter from NC DPI's licensure section. If in the letter, language is used that says something 
to the effect of, "...affiliate with a university..." then you may be "lateral." There is also a code
22 Provisional license, and it is a type of lateral license.

The key to knowing absolutely if you are lateral as opposed to workforce provisional is that
your NC DPI letter starts out saying to "enroll" or "associate" or "affiliate" with a university.

At NC A&T SU, if you are a lateral entry teacher, then you must be 
 
admitted to teacher education, and you would become a major in the program of Technology 
Education. Click here to learn more about admission. 
A technology education teacher may qualify as a provisionally licensed teacher by having a bachelor's  
degree that is related to the subject area and related work experience.
Other technology education teachers who are teaching and are not fully licensed are really "emergency 
licensure" teachers. The workforce provisional license is accompanied by a NC DPI letter that simply
says that you must take the following list of courses. It mentions nothing about affiliating with a 
university. It is important to note that Technology Education and Trade & Industrial Education are two
different subject areas. Technology Education teachers are not allowed to take community college
courses for the purpose of getting a teaching license in Technology Education. Workforce provisional
teachers are recommended for their class A licenses by the local school system. Lateral entry and 22
Provisional teachers must be recommended for a license by the Dean of the School of Education via
Form V, Verification of Approved Program Completion.

This is only Dr. Childress's understanding. There are many other rules and policies 
related to this topic. 
However, you must provide a copy of the NC DPI Licensure Section letter AND 
your teaching license in order for the program faculty to help you in an accurate way.

Below are some pages from the NC DPI licensure manual that specifically relate to clearing your  
provisional status and becoming fully licensed for "provisionally" certified teachers in technology
education in North Carolina.
No Child Left Behind
Because No Child Left Behind says that all teachers will be qualified by June 1, 2006 and that all new
teachers will be qualified within three years of being hired, the following is the current NC DPI interpretation
of how lateral and provisional licensure is currently affected. In the face of No Child Left Behind, if you start
teaching during June of 2003, or later, then you will have three years total to complete your licensure
requirements. If you started teaching June of 2002, then you have four years to complete your requirements.
Anyone who started teaching in 2001 or earlier would have five years to complete their requirements.
      
As a provisionally licensed teacher in technology education in North Carolina, you may be applying 
for full licensure via your local school system (LEA). However, to clear your provisional status, you 
should choose your course work based on a letter that the NC DPI's Licensure Section will send to
you listing the courses. AND, you should choose your courses based on advisement from a technology
teacher educator from the institution that serves your area of the state like this program here at
NC A&T SU. The courses that NC DPI, your LEA licensure official, and your technology education
professor recommend should be courses that satisfy the requirements outlined on the licensure
pages below. Dr. Childress's recommendations are listed below for courses that will satisfy certain 
provisional requirements. Click here to see that list.
Additionally, one should note that completing a couple of systems courses and other courses 
required for clearing provisional status will not necessarily, completely prepare you to pass the
Praxis II test, Test Code 10050, for technology education. Completing a master degree will not
necessarily, completely prepare you to pass the Praxis II test. The Master of Science in Technology
Education is designed for the advanced teacher, but only beginning technology teachers need
Praxis II. Only completing the Bachelor of Science in Technology Education will truly prepare
you for the Praxis II. If you do not want another bachelors degree, do not worry. Most provisionally
licensed technology education teachers are passing Praxis II because they have:
completed their provisional courses,
studied a textbook for all four technological systems,
studied the profession as much as possible by visiting;
            - the ITEA Web site 
            - the CTTE Web site 
            - and online journals like the 
                      -Journal of Technology Education and the  
                      -Journal of Industrial Teacher Education.

(TAG) booklet for Technology Education (Test Code 10050) has 12 practice questions, and you can
download it now. The hard copy version of the TAG for technology education is entitled
Business and Technology because the section of the TAG that is related to technology education is
very short, and the rest of the TAG relates to other subject areas.

Provisional Course Work Recommendations and Related Requirements

There are two types of license-seeking students. One is Provisional 35. Your license will say Provisional 35 on it. If you are Provisional 35, then you may apply as a Post Baccalaureate Student (PBS). PBSs are non-degree seeking. Any other statement on your license means that you should apply for the Master of Art in Teaching: Technology Education, Degree Code 0307 0276 and not apply as PBS. If you are admitted to the MAT in Tech Ed, then you do not have to complete the degree after clearing your lateral license, but you should consider it. All of the work you take to clear your license will then count toward your master’s. As a PBS, only 12 semester hours will be able to count toward the master’s. If you have a master’s from your discipline like a master of engineering, you had better make sure your school system will honor it for the 10% pay raise prior to deciding not to fully purse the MAT. The program of study for the MAT is the last page of this document.

Go to the graduate school and get admitted to our Technology Education, Teaching concentration Code 0276 by downloading their application forms. If your license says 35 Provisional then you may apply as a PBS student. If you apply as PBS because you are Provisional 35, then be sure to let the grad school know that you are allowed to be PBS because you will not need Form V to be completed by the School of Education

when you are done taking courses. If your license says any other code then apply to our Master of Arts in Teaching in Technology Education degree with GRE scores not required until half way through the program. That link is:

To enroll in online courses, if you have not been admitted to the University, then visit the School of Graduate Study's Web site and download the application from the Forms link. You will need to be admitted to the University first before registering for classes. If you do not want to get a degree or declare a major, then you will want to apply for admission as a Post Baccalaureate Student, PBS. The application is also available at the Center for Distance Learning's Web site.

Once you have been admitted to the University, then you should visit the Center for Distance Learning, download their Course Agreement form, fax it to them, and make arrangements for your payment.
Be sure to abide by the University deadlines. They can be found on the University calendar.

To enroll in on-campus and off-campus courses as a continuing education student (a non-degree seeking studentwho only wants to take certain classes and who is not seeking a recommendation for licensure from NCA&TSU as an approved program completer and is known on campus as a PBS or post-baccalaureate student), visit Continuing Studies and Distance Learning and School of Graduate Studies on our University's Web site.

New Jersey Alternative Route Licensure
If you have a degree in industrial technology, technological studies, engineering, architecture, or industrial design, then you can qualify for a certificate of eligibility in New Jersey if you can demonstrate with transcripts that you have a 30 semester hour coherent sequence of study within the related degree. However, you must have completed 30 semester hour of coursework in a coherent sequence of study AND pass Praxis II for Technology Education (test 0050) with a 570 or better. A minimum of 12 semester hours must be taken at an advanced level, meaning as a junior, senior, or graduate.

If you DO NOT have one of the degrees listed above, then you must follow the instructions for earning 30 semester hours of coursework in a coherent sequence of study. See the chart below.

In the chart below, notice all but one online course is taught at the master's degree level in order for the teacher to also qualify for a pay increase with 18 semester hours earned beyond the bachelors at the master's level.

Please note that the Technology Education licensure program at NC A&T SU is a state approved program for North Carolina and is a part of an NCATE accredited unit of education in accordance with North Carolina's state partnership agreement with NCATE. The program does not insure that completing a program or a sequence of courses in the program will help one earn a license in another state, province, or country. There may also be additional requirements in one's state, province, or country that may or may not be able to be addressed by the program.

New Jersey Alternative Route Licensure Course Requirements for People with Non-Related Degrees and Online Course  at A&T

1.        At least 3 credits that address the nature of technology, technology and society…

Take TECH 708, Impacts of Technology

2.        At least 3 credits that address technological design…

Take GCS 133, Introduction to Drafting Technology

 

3.        At least 3 credits that address…safety related to tools and materials…occupational safety

Take TECH 669, Safety in the Instructional Environment of Technological Education.

 

4.        At least 3 credits in three (but I’m asking you to do all four) of the following “The Designed World” areas…with 9 credit concentration in at least one…area…

(15 hr concentration in Communication Technology)
