Professional Staff

J. Charles Waldrup, General Counsel, joined the Office of Legal Affairs on a full time basis in February, 2010. Before coming to North Carolina A&T State University, he was an Associate Vice President for Legal Affairs for the University of North Carolina system in Chapel Hill. His focus while there was personnel law, which included faculty issues and benefits. He has also worked as a Special Deputy Attorney general (previously an Assistant Attorney General and an Associate Attorney General) assigned to the University of North Carolina Hospitals at Chapel Hill, practicing primarily in litigation, health law and personnel law.
Charles graduated Summa Cum Laude with a Bachelor of Science degree from the University of Tennessee-Knoxville in 1973. He received his Juris Doctor from the University of North Carolina at Chapel Hill in 1976,and was admitted to the North Carolina State Bar in 1976. Additionally, he has a Master of Arts in History from the University of North Carolina at Chapel Hill and his Ph.D. in History from the University of North Carolina in Chapel Hill. He is a member of the National Association of College and University Attorneys, where he has served on the continuing education committee, and done several legal presentations and legal papers. He is also a member of the Phi Beta Kappa honorary fraternity.

Marc J. Williams, Deputy General Counsel,joined the Office of Legal Affairs in June 2008. He was admitted to the North Carolina State Bar in December of 2008. Marc received his Juris Doctorate in May of 1995 from Howard University School of Law, Washington, DC. His undergraduate degree is from Duke University, where he received his Bachelor of Arts degree in Political Science in May, 1991. Before coming to North Carolina A&T State University, he worked at the Public Service Commission of the District of Columbia, MCI (formerly WorldCom, Inc.) and Clerked at the District of Columbia Office of Bar Counsel. His professional activities include: Moderator and Panelist for the National Association of College and University Attorneys and member of District of Columbia Bar. He is also a member of the Omega Psi Phi Fraternity, Inc.

Rashanda L. Lowery, Legal Specialist,joined the Office of Legal Affairs in May 2005. Rashanda is a graduate of North Carolina Central School of Law, Durham, North Carolina and received her Juris Doctorate in May 2002. She graduated Magna Cum Laude from North Carolina Central University with a Bachelor of Arts Degree in Political Science in 1999. In 2006, Rashanda received her certification as an Equal Employment Opportunity Adjunct Trainer from the Office of State Personnel in Raleigh, North Carolina. She is a member of several University committees such as: Residency Appeals, Public Relations Council and Emergency Response Team. She is also a member of the Delta Sigma Theta Sorority, Inc.

Cynthia D. McAdoo, Executive Assistant,joined the Office of Legal Affairs in January 2003. Cynthia graduated from Greensboro College, Greensboro, North Carolina, where she received her Bachelor of Arts degree in Political Science with a minor in Legal Administration. While attending Greensboro College, she was inducted into the Pi Sigma Alpha Honor Society. Before coming to North Carolina A&T State University, she worked with the Lee Companies for over twenty years. She is active in the community through various civic and political organizations.
